Rail authorities must prioritize coal logistics and provide targeted deliveries to plants with low stocks. Power generators must report daily coal inventories; centrally dispatched plants should raise usable coal stocks to more than 20 days before the summer peak, and during the peak plants with coal stocks below 15 days will face dynamic zero dispatch.
