The Communist Party of China Beijing Municipal Committee and the Beijing
Municipal Government issued implementation opinions on promoting high‑quality
urban development, stating that by 2030 significant progress will be achieved in
building an internationally first‑class harmonious, livable capital and that by
2035 such a capital will be preliminarily completed. The plan calls for
resolute, orderly relocation of non‑capital functions; full implementation of
the Beijing city sub‑center's controlled detailed plan; creation of a national
green development demonstration zone; and strengthening the leading roles of
administrative offices, business services, cultural tourism and
scientific‑technological innovation. It instructs deepening comprehensive reform
pilots for market‑based allocation of production factors; facilitating the
relocation of landmark projects to Xiong'an New Area and promoting coordinated
advancement of the “two wings.” The document directs active promotion of the
Beijing (Beijing‑Tianjin‑Hebei) international science and technology innovation
center to raise the regional conversion efficiency and share of innovation
outcomes. It also orders acceleration of a modern capital metropolitan area,
advancing the Beijing‑Tianjin “dual‑city” initiative and promoting integrated
commuting zones, functional‑zone innovation breakthroughs, and linked
development of industrial collaboration circles.
