Guangzhou’s 15th Five-Year Plan prioritizes expanding the semiconductor and integrated circuit sector, targeting breakthroughs in specialty-process chip manufacturing, automotive-grade chip design, advanced packaging and third-generation semiconductors. The plan aims to establish a new high-end digital chip track and position Guangzhou as a national integrated circuit industry “third pole” core base. It calls for accelerating major projects including Yuexin Phase IV, backing Huangpu to attract high-end chip design, critical materials and equipment suppliers, and advanced packaging/testing firms to develop an analog chip supply chain; supporting Zengcheng to focus on intelligent sensors and specialty-process chip manufacturing; and supporting Nansha to build a wide-bandgap semiconductor industry cluster.
