The State-owned Assets Supervision and Administration Commission (SASAC) said
central state-owned enterprises’ R&D exceeded 1 tln yuan annually for four
consecutive years during the 14th Five-Year Plan. Basic-research spending rose
from 56.5 bln yuan in 2021 to 102.4 bln yuan in 2025, the first time above 100
bln. SASAC director Zhang Yuzhuo set a target for central SOEs to double
basic-research investment by 2030 versus 2025, build a clearly positioned,
well‑planned, industry‑university‑research integrated basic‑research system, and
establish globally influential original-technology hubs in 10 fields including
new power systems.
