On May 28, 2026, Chen Wenqing, a member of the CPC Politburo and secretary of
the Central Political and Legal Affairs Commission, gave the keynote at the 14th
International Meeting of Senior Representatives on Security Affairs in Moscow.
He said the world has entered a new period of turbulence, citing a resurgence of
hegemonism and Cold War thinking, headwinds to economic globalization and rising
security risks from emerging technologies. Chen reiterated Xi Jinping’s Global
Security Initiative, urging solidarity and win‑win approaches to address
traditional and non‑traditional security threats, and said China is willing to
deepen implementation of the initiative and work with other countries to build a
community of shared future aimed at lasting peace and universal security.
