State Administration for Market Regulation (SAMR) has opened a public
consultation from May 29 to June 28, 2026, on a draft revision to the
Prohibition of Pyramid Selling Regulations. The draft—aimed at updating
enforcement and protecting the lawful rights of individuals, legal persons and
unincorporated organisations while maintaining market order and social
stability—adds dedicated provisions targeting online pyramid selling, tightens
prevention and enforcement mechanisms and measures, and increases legal
liability for pyramid-selling activities.
