Science and Technology Minister Yin Hejun wrote in Qiushi that Chinese authorities will intensify targeted policy support for future industries, accelerate conversion of major scientific achievements into applications, and continue building proof-of-concept and pilot-testing platforms to create a batch of major application scenarios. He called for a coordinated education–science–talent development mechanism, construction of high-level research platforms and talent bases, improved fiscal and tax measures, and expansion of technology finance to raise investment in future industries. He also urged tighter market-access and fair-competition rules, stronger tech rule of law, research integrity, technology security and IP protection, and pilot use of regulatory sandboxes and trigger-based oversight for new-technology applications.
