Shanghai municipal government issued a service-sector development plan for
2026–2030 targeting roughly 6 tln yuan in service-sector value added by 2030.
The plan calls for optimizing sector structure, cultivating new growth drivers
and raising quality and efficiency; it emphasizes higher levels of
digitalization, standardization, sector integration and internationalization,
with core city-level services leading, high-end producer services as the
mainstay and high-quality consumer services supporting Shanghai’s bid to become
a more resilient economic base and a stronger global hub for service-resource
allocation.
