Shanghai municipal government issued its Service Industry Development 15th Five-Year Plan, prioritizing expansion of intelligent-technology services. The plan directs large-scale development of AI software and services, with emphasis on generative AI and applications in face/image recognition, AR/VR, intelligent transport, smart logistics, online education and energy, and aims to establish AI software industry clusters. It mandates AI+ R&D focused on biomedicine, new materials and new energy, strengthening technology breakthroughs, data governance and institutional safeguards. The plan supports embodied-intelligence products for home, eldercare, cultural tourism and commercial use to accelerate robots’ shift from task execution to general-intelligence, scenario-based refined services. It calls for beefing up intelligent-compute cloud networks with coordinated compute-storage-network architecture, promoting AI–cloud integration and Model-as-a-Service (MaaS).
