and Rural Modernization", calling for market measures to boost agri‑equipment
and low‑altitude services. Key measures: accelerate R&D and deployment of
high‑end intelligent agricultural machinery and equipment suited to
hilly/mountainous areas; systematically advance new‑energy agricultural
machinery R&D, industry coordination and supporting infrastructure; strengthen
independent R&D for modern facility‑agriculture equipment and phase upgrade of
outdated facilities. The plan directs selective cultivation of leading
ag‑equipment manufacturers, manufacturing "single champion" firms and
specialized, innovative SMEs, and supports production‑line tech upgrades and
accelerated digitalization to form advanced manufacturing and SME industry
clusters. It also promotes orderly development of China's low‑altitude aerial
economy (drones/low‑altitude services) and implements purchase/use subsidy rules
favouring higher‑quality machines, an "in with new, out with old" replacement
mechanism, and scrapping/replacement of obsolete farm machinery.
