On June 2 NDRC director Zheng Zhajie chaired a roundtable with seven state-owned
enterprises — China COSCO Shipping Group, China Coal Technology & Engineering
Group, China Resources Recycling Group, China Logistics Group, China Data‑Link
Logistics Information Co., China International Freight Airlines and China
Shenhua Coal‑to‑Liquids & Chemicals — focusing on deepening SOE reform,
advancing a unified national market, promoting green low‑carbon development and
ensuring energy security. Zheng called for targeted, problem‑oriented measures
to optimize and restructure the state sector, strengthen SOE capabilities in
technological innovation, industrial control and security support, and boost
internal incentives. He directed SOEs to lead the buildout of unified market
infrastructure and modern distribution networks, to implement China’s
dual‑carbon strategy by accelerating green transition and clean, efficient coal
use while safeguarding energy supplies, and to set an example in supporting
private and small‑and‑medium enterprises to promote complementary development
across ownership types.
