The National Financial Regulatory Administration’s Shanghai bureau, Shanghai Municipal Civil Affairs Bureau, PBOC Shanghai Branch and the Office of the Shanghai Municipal Financial Work Committee issued a notice launching a pilot of eldercare service trusts in Shanghai. The pilot will leverage trusts’ asset segregation, flexible planning and long-term management to integrate eldercare services with financial resources, and link with experimental “intentional guardianship” practices to develop safe, stable and sustainable comprehensive eldercare finance solutions for older adults and pre-elderly groups. Authorities intend the pilot to produce new eldercare trust products, scale high-quality eldercare service providers, deliver demonstrative cases, establish a Shanghai eldercare trust brand and form a city-level template for eldercare finance.
