The China Consumers Association said in its Annual Report on the State of
Consumer Rights Protection (2025) that nationwide consumer associations handled
2.016 million complaints in 2025, received 609,000 visits and inquiries, and
recovered 930 million yuan in economic losses for consumers. The report said
authorities promoted new consumption scenarios and stepped up enforcement,
producing progress in legislation, administration, judiciary and social
protection, but regulatory safeguards for emerging consumption sectors urgently
need strengthening.
