On the 4th (local time) Ukrainian President Zelenskiy sent a public letter to Russian President Putin proposing a direct meeting to seek an end to the conflict and to establish concrete security guarantees. Zelenskiy said Ukraine does not intend the war to continue and put forward a ceasefire negotiation plan: direct Ukraine‑Russia talks first, with the US, Europe and other parties joining later to support a security framework. He said Ukraine is prepared to implement a comprehensive ceasefire during negotiations and to pursue prisoner exchanges on an "all-for-all" basis. Kremlin press secretary Peskov said Putin has not yet read the letter.
