circulated, sources said. The step could complicate ongoing U.S.-Iran
negotiations; Iran has historically responded to board resolutions by escalating
nuclear activities or reducing cooperation with the agency, creating near-term
geopolitical and market risk. Russia’s permanent IAEA representative warned the
move could 'anger Iran.' The IAEA last passed a resolution on Iran in November
requiring Iran to 'immediately' explain its enriched-uranium stockpile and the
status of bombed nuclear facilities; Iran has not complied.
