Shaanxi Development and Reform Commission issued a notice on 2026 summer peak
energy security, directing local development and reform departments to ensure
coal supply. Coal producers are ordered, under safety and legal compliance, to
release advanced capacity, operate to full design output and stabilize/increase
production. The notice tightens coal suppliers’ supply obligations and mandates
supervisory oversight of power-coal long-term contract performance, with monthly
fulfillment rates of no less than 90% during the peak summer period. Rail
authorities must prioritize coal logistics and provide targeted deliveries to
plants with low stocks. Power generators must report daily coal inventories;
centrally dispatched plants should raise usable coal stocks to more than 20 days
before the summer peak, and during the peak plants with coal stocks below 15
days will face dynamic zero dispatch.
