The Ministry of Industry and Information Technology issued the "AI+ICT
Innovation Development Implementation Opinions (2026–2028)", directing support
for raw materials, electronic information and equipment manufacturing sectors to
pursue intelligent upgrades, digital transformation and networked connectivity.
It calls for building new industrial networks, accelerating industrial-internet
adoption, and creating a multi-layer, systemized industrial internet platform
ecosystem; cultivating industrial intelligent agents; and promoting integrated
network-solution plus industry-specific large-model informatization services.
The notice orders faster scale deployment of 5G and optical networks for smart
transport, intelligent equipment inspection and industrial machine-vision
inspection, and mandates package-style, modular "network+AI" offerings for SMEs
to meet bespoke needs. It also pushes intelligent upgrades of innovative
industrial clusters to accelerate formation of so-called smart clusters.
