China published its National Human Rights Action Plan (2026-2030), focusing on
advancing economic, social and cultural rights. The plan emphasizes accelerating
agricultural and rural modernization and completing rural revitalization;
promoting high-quality, full employment and resident income growth; and
improving education, social security and healthcare systems to equalize basic
public services. It also seeks to stimulate national cultural innovation and
raise living standards.
