The Ministry of Housing and Urban-Rural Development’s Urban Construction
Department held a video meeting to redeploy urban drainage and flood-control
work in northern China, summarizing lessons from past rain and flood disasters
and exchanging experience. It said the northward shift of the rain belt has made
northern China a high-frequency, high-impact extreme-rainfall zone—earlier
onset, longer duration, larger totals and more frequent extreme storms. With the
country now in the main flood season, northern localities were directed to draw
lessons from historical events, acknowledge prominent shortcomings in urban
drainage and flood control, prioritize key areas and critical links, and fully
implement mitigation and preparedness measures.
