Eleven ministries including the Ministry of Transport, the National Development
and Reform Commission and the Ministry of Industry and Information Technology
issued an implementation plan to accelerate deployment of new-energy heavy
trucks. The plan targets 40% penetration by 2030 with fleet stock above 1.6 mln
units (roughly 20% of total). It calls for 30,000 km of zero-carbon highway
transport corridors and about 3,000 heavy-truck charging and battery-swap
stations nationwide, and aims to electrify more than 80% of fixed-route
short‑haul truck operations in major air‑pollution regions such as the
Beijing‑Tianjin‑Hebei and Fenwei plains. New-energy heavy trucks are defined as
heavy goods vehicles with GVW ≥12t using new propulsion systems.
