CHINA STATE PLANNER and other departments issued a notice launching a three-year
action from 2026 to comprehensively implement energy-saving and carbon-reduction
retrofits in nine high-energy, high-emission sectors: steel, electrolytic
aluminum, cement, flat glass, refining, ethylene, synthetic ammonia, methanol
and coal-fired power. The notice identifies these sectors as top priority for
raising energy and carbon efficiency, cutting coal consumption and lowering CO2
emissions. The program runs through 2028; from 2028 authorities may further
expand the scope and phase in other industries, and local regions may begin
orderly implementation earlier as needed.
