CHINA STATE PLANNER and other agencies instructed the aluminum electrolysis
industry to accelerate energy-saving and carbon-reduction retrofits, mandating
adoption of technologies including new stable-flow insulated electrolysis cells,
graphitized cathodes, higher-quality anodes and sealed gas-collection at cell
tops, and promoting 500kA+ large cells. The directive calls for upgrades to
motors, fans, pumps, heat pumps, compressors and transformers, optimization of
flue-gas waste-heat recovery and cascade use, and wider application of
low-temperature waste-heat power generation. It directs accelerated retrofit of
sub-300kA prebake cells, independent aluminum-use carbon projects below 150,000
t/yr and older inefficient captive coal-fired units.
