Fed Chair Kevin Warsh said a new communications framework before year-end would not be surprising.

Refinitiv reported a senior U.S. official on Wednesday read a 14-point memorandum due to be signed in Switzerland on Friday, saying it is not a final, binding agreement and either side may withdraw. The official said the next negotiation phase will focus on sequencing and implementation of measures in the preliminary pact and described the Swiss meeting as critical to whether the memorandum can evolve into a comprehensive agreement. He said the text he read largely matches versions previously leaked to the media.
