CHINA STATE PLANNER and the Ministry of Human Resources and Social Security said
the Implementation of the Employment‑First Strategy (15th Five‑Year Plan) sets
nine priority tasks, led by an employment‑first macro orientation and stronger
macro‑policy coordination to support jobs. The plan mandates actions to
stabilise and expand employment and improve job quality, including adapting to
AI to promote employment and entrepreneurship, coordinating industry and
employment, stabilising employment in labor‑intensive sectors, expanding
service‑sector employment capacity, and tapping emerging fields’ job‑absorption
potential. It also calls for strengthened worker protections, an improved
labour‑standards framework and labour‑relations consultation mechanisms, and
guarantees of equal employment rights.
