China's Ministry of Industry and Information Technology and six other departments released the Action Plan to Promote Coordinated Development among Large, Medium and Small Enterprises in the Platform Economy (2026–2028). The plan targets three tracks — collaborative innovation, ecological quality enhancement and open collaboration — and lists priority tasks and special actions. For innovation it calls for faster cultivation of diverse R&D actors and deeper innovation cooperation among large, medium and small firms to strengthen technology, industrial and service innovation capacity and related保障 (support) systems. For ecosystem quality it pledges increased support for SME quality upgrades and brand building, backing coordinated overseas expansion, and tighter platform operating compliance to promote shared compliance, industrial, service and outbound ecosystems. For openness it accelerates a platform openness list and guides platform firms to open and share technology, data and computing power with SMEs, and to establish SME public service platforms to reshape platform-economy structure.
