has not supplied lethal weapons to any party, and strictly controls
military‑civilian dual‑use items. He urged NATO to correct erroneous perceptions
of China, stop stoking confrontation and shifting blame, and deeply reflect on
the role and impact of an organization born in the Cold War on today’s peace and
stability.
