The Cyberspace Administration of China published a draft for public comment
setting rules to promote interoperability and mutual recognition of distributed
digital identities. It encourages industries, subject to credential
interoperability and mutual recognition, to develop industry-specific verifiable
credential issuance standards. Issuing institutions will be responsible for
credential issuance, updating, application and deactivation, while identity
chains will provide technical support for credential interoperability. Users may
apply for, hold, use and deactivate distributed digital identities and may
choose to present verifiable credentials or use verifiable claims for selective
information disclosure, with identity chains providing technical support.
