Guangdong provincial government issued an implementation plan to expand and
upgrade the service sector, launching an internet-enterprise gradient
cultivation program and a full‑cycle cultivation system to foster a cohort of
10‑bln‑yuan backbone firms and to strive to create a trillion‑yuan (tln‑yuan)
world‑class internet company. The plan prioritizes the digital content cluster —
developing national digital cultural IP and smart audio‑visual cloud industrial
parks — and supports innovation across internet music, livestreaming, short/long
video and online gaming, plus immersive experiences and virtual digital humans;
it also pushes AI-driven digitisation of life services and the development of
national AI vertical life‑service platforms.
