Russia will impose an 8% export tax on certain diamonds from Sept. 1, local time, aimed at protecting its domestic diamond-cutting and processing industry. The tax covers uncut and partially processed diamonds weighing 0.45–10.8 carats and special-size diamonds above 10.8 carats; exports to Eurasian Economic Union members are exempt.

Iran foreign ministry spokesman Baghaei said on the 20th the memorandum's first clause — ending all wars on all fronts, including Lebanon — is a core mutual commitment. He said Iran has met its obligations but the other party failed to compel Israel to cease military actions in Lebanon, a dereliction that constitutes a clear breach; although some steps have been taken on lifting the maritime blockade and reopening the Strait of Hormuz, the memorandum is a single package, and violation of the first clause calls the entire agreement into question unless immediate corrective measures are taken.
