MOFCOM and eight other ministries issued measures to boost China’s auto
after-market consumption, prioritizing upgrades in the car-rental sector. The
plan calls for deeper integration between rental firms and the auto industry via
centralized procurement, buybacks, used-car dealerships and exports. Eligible
car-rental companies and battery operators will be supported to receive loan
interest subsidies. Authorities also encourage brand, chain and scale expansion
of rental firms, wider small-passenger car rental networks, and service
innovations such as cross-city returns, rent-to-own models and auto-rental
insurance product development to reduce consumer car-use costs.
