The plan mandates coordinated siting of large renewable bases with national computing hubs to build "energy + digital" clusters, promoting mutual support between power and compute to ensure high‑quality electricity for big data and AI. It further directs rollout of smart mines, smart power plants, digital oil and gas fields, and digitalisation of grids and pipelines.
