In a draft implementation plan open for public comment, Guangzhou proposes
raising tax‑refund shop coverage. Building on full coverage across the city's 11
districts, authorities will encourage eligible merchants to register as
tax‑refund outlets and optimize spatial layout, pushing new refund points at
inbound‑consumption hubs — major shopping districts, scenic spots, markets,
ports — and at local flagship brands, heritage stores, museum souvenir shops,
theme‑park retail and stores near international sports venues. Stores issuing 50
or more departure tax‑refund or "instant refund" applications in a half‑year
will receive tiered one‑time rewards.
