China's State Council issued the "15th Five-Year" Carbon Peak Action Plan,
calling for gradual minimum renewable-consumption share targets for key
energy-using sectors. By 2030 the plan targets about 160 GW of pumped hydro,
aims for roughly 300 GW of new energy storage, requires national virtual power
plants to have maximum dispatch capacity above 50 GW, and seeks demand-response
capability exceeding 5% of peak load.
