coordinated siting with renewable generation, supports green power direct supply
and deployment of energy storage and backup power, and calls for new compute
facilities to rely primarily on electricity from non‑fossil sources. The plan
tightens energy‑saving and carbon‑reduction standards, promotes retrofits for
non‑compliant facilities, orders the phased removal of outdated, inefficient
technology and equipment, and accelerates construction of green and zero‑carbon
compute facilities.
