China's Ministry of Water Resources at 10:00 on July 12 activated a Level‑IV
flood defense emergency for Jiangsu, Anhui, Jiangxi and Shandong. It ordered
local water authorities and basin management agencies to reinforce duty rosters
and joint assessments, closely monitor typhoon movements, intensify rainfall and
hydrological monitoring with rolling forecasts, and issue timely warnings. The
ministry directed scientific, targeted operation of flood‑control projects to
maximise retention and peak reduction; organised reservoir and dike patrols for
early detection and handling of risks; prioritised defence of small rivers and
mountain torrents; and tightened control of hazard zones, urging timely
relocation of threatened people to protect life and property.
