A Xiangtan commercial-residential land parcel has been listed on Changsha’s
online land trading platform, marking Hunan’s first cross-city land supply.
Ownership, planning approvals, collection of sale proceeds and property
registration remain with Xiangtan; Changsha is providing only the
listing/investor channel. The move follows Hunan’s Jan pilot action plan
(2025–27) for the Changsha‑Zhuzhou‑Xiangtan area, which seeks a unified land
transaction market and cross‑regional “listing, receipt, settlement, transfer”
mechanism. Local developers view the listing as a step toward urban integration
and an early test of land‑market integration policy implementation.
