The plan targets systemic breakthroughs by 2030, delivery of original core technologies and a series of leading technical standards, and upgrading resource architectures to build efficient, collaborative, intelligently interconnected infrastructure and a set of new service networks. It calls for a strengthened industry‑academia‑research‑application innovation system to support rapid rollout of new internet scenarios, models and business formats, and for significantly enhanced governance and comprehensive assurance capabilities. By 2035 China aims to be a major global innovation source and leader in internet infrastructure, fully supporting advanced-architecture, fully connected, high-speed, ubiquitous, secure and controllable next‑generation internet infrastructure.
