The Ministry of Civil Affairs and 13 other ministries published a three-year
action plan (2026–2028) to expand and upgrade China’s rehabilitation assistive
devices industry. The plan sets six priority actions: application demonstration,
industrial optimization and upgrading, innovation capacity building, enhanced
policy effectiveness, market environment improvement, and workforce development.
On the application side it promotes multi-scenario integration of
rehabilitation-assistive-device services, a “center + site” urban–rural service
network and shared-leasing models. On the industrial side it targets clusters in
Jing-Jin-Ji, the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater
Bay Area to cultivate leading and specialized SMEs and accelerate smart
manufacturing and green factory construction. On innovation it prioritizes
medical-engineering integration, targets frontier technologies including
brain–computer interfaces, eldercare robots and bionic prostheses, and calls for
national-level research platforms and streamlined commercialization pathways.
