China's State Council approved an expanded 15th Five-Year Plan for consumption,
directing measures to boost sports-related demand. It instructs support for
qualified localities to host mass sports events, develop high-profile showcase
events, professional leagues and proprietary event IP. It calls for expanding
fitness-consumption venues by reusing vacant sites, backing construction of
community sports facilities and local health-promotion centers, and promoting
shared access to public stadiums. The plan also promotes development of the
outdoor-sports industry and high-quality outdoor destinations, and aims to
cultivate and scale the ice-and-snow economy.
