China's NDRC and MOFCOM released a consumption-expansion plan for the 15th
Five-Year period, setting 28 key tasks across six priorities: raise the quality
and inclusiveness of service consumption; expand and upgrade goods consumption;
cultivate new consumption formats, models and scenarios; strengthen consumer
purchasing power; improve the consumption environment; and refine institutions
and mechanisms to support consumption. The plan includes nine sector-specific
implementation columns covering the silver economy, childcare products and
services, culture and tourism, health consumption and automobile consumption,
with detailed measures for each. Organizational measures call for Party
leadership, strict plan implementation, enhanced consumption statistics and
formal monitoring and evaluation.
