Heavy rain caused floods in Liaoning’s Shenyang, Fushun and other areas; on July
14 the National Committee for Disaster Prevention, Reduction and Relief
activated a national Level-4 emergency response. Citing the national natural
disaster relief emergency plan and assessed provincial losses, the China State
Planner has urgently allocated 30 mln yuan of central budgetary investment to
support Liaoning’s post-flood emergency restoration, prioritising repair of
damaged roads, water‑conservancy infrastructure and restoration of schools,
hospitals and other public-service facilities to speed the return to normal
production and living order.
