The Financial Services Commission (FSC) will expand the Public Growth Fund's operating scale from 150 tln won to 200 tln won and widen its investment scope to include aerospace and other strategic industries. Annual operating capacity will rise from 30 tln won to 40 tln won, for a targeted 200 tln won total over the next five years. The eligible universe will be broadened beyond the current 12 high‑tech sectors—semiconductors, displays, AI, biotech, vaccines, robotics, future mobility, defense, secondary batteries, hydrogen, critical minerals and content—to include aerospace; long‑term growth capital will be concentrated on semiconductors, AI data centers (AIDC) and Physical AI.

Seoul stocks reclaimed the 7,000 level as risk appetite returned; KOSPI intraday rose more than 8% on heavy foreign buying of semiconductor names. As of 14:30 local, foreigners were net buyers of KRW 2.4 tln (about $1.61 bln), more than double Tuesday’s near-KRW 1 tln net purchase. Institutional investors net bought KRW 180 bln, a slower pace than Tuesday; retail investors were the sole net sellers, offloading nearly KRW 2.5 tln.
