The Ministry of Human Resources and Social Security, together with the Central
Organization Department and the Ministry of Education, issued a notice launching
the fifth round of the Three Supports and One Assistance program for 2026–2030,
selecting 36,400 university graduates per year to serve at grassroots and in
western regions. The scheme is framed to support rural revitalization,
agricultural modernization, stronger grassroots governance and development in
frontier ethnic areas. Support measures include targeted civil service
recruitment and special hiring for public institutions, increased specialist
posts for hardship and remote areas, encouragement of hiring by industry bodies,
state-owned enterprises and community organizations, and support for further
study. The notice also calls for stronger tracking, training and greater support
across recruitment, selection, development and deployment; staff who remain
long-term at the grassroots and make significant contributions may be allowed
exceptional application for professional titles.
