The NDRC, Ministry of Natural Resources and Ministry of Water Resources issued an Action Plan targeting national seawater desalination capacity of at least 4.5 mln t/d by 2030, with 1.5 mln t/d of new capacity—1.3 mln t/d for coastal cities and 0.2 mln t/d for islands. The plan prioritizes strengthening urban emergency and island water-supply resilience, raising desalinated-water use in coastal industrial parks, overcoming key materials and equipment technology bottlenecks, establishing a basic full-chain core technology system, and materially improving industry digitalization, greenness and international competitiveness.
