At the 2026 World Artificial Intelligence Conference in Shanghai, the Ministry
of Industry and Information Technology (MIIT), with other agencies, issued the
International AI Ethics Governance Action Plan. Described as a public good for
the international community, the plan offers a principled, operational framework
for global AI governance under the UN Future Pact and its annex, the Global
Digital Compact. It targets AI lifecycle ethical governance, risk classification
and tiered prevention and control, construction of agile governance mechanisms,
industry-chain coordination and ecosystem development, and cultivation of social
norms, and calls on countries to act according to national conditions and to
strengthen policy coordination and practical cooperation on a
consult-build-share basis.
