MOFCOM and eight other ministries issued measures to promote high-quality
development of China’s home services sector, increasing support for home-service
firms. The notice directs firms to participate in building the long-term care
service system and allows eligible home-service companies to provide long-term
care insurance home services. It encourages vocational training and skill-level
certification for long-term care workers and strengthens social insurance for
home-service staff by improving coverage for flexible employment and raising
participation rates. Platform companies are urged to help flexible-employed
home-service workers enroll in pension and medical insurance via “individual
voluntary + platform subsidy” arrangements.
