New UK prime minister Andy Burnham said he will seek to use the flexibility
available within existing UK fiscal rules to fund the next budget. Asked whether
he would increase borrowing to boost infrastructure investment, he said he would
comply with current rules and make full use of any flexibility they permit. He
added this would not put the UK economy at risk, said he has not taken such
risks in prior roles, and described his approach as cautious. Burnham said he
will set out funding sources and financing arrangements clearly in the budget.
