China's Ministry of Transport said the 15th Five‑Year Plan aim is to largely
complete a modern comprehensive transport system. It will prioritize
infrastructure renewal and digitalization, targeting roughly 80,000 km of
facility upgrades by 2030 and launching a new rural‑road upgrade drive to
build/rehabilitate about 500,000 km. The ministry will accelerate metropolitan
integrated transport networks and intercity commuting efficiency, develop 20
international and 80 national comprehensive transport‑hub cities, push
multimodal logistics, remove bottlenecks and, over roughly five years, upgrade
about 1,000 major freight nodes to strengthen multimodal capacity.
