By 2027 the plan aims for materially higher end-to-end IPv6 penetration and key staged gains in technical innovation and integrated applications: IPv6 network performance and QoS optimized; internet applications expand IPv6 usage; fixed‑broadband user IPv6 connectivity rates rise sharply; new network terminals fully support and enable IPv6; government and enterprise dedicated‑line IPv6 traffic share increases; industry integration of IPv6 applications broadens; IPv6 evolution technologies (IPv6+) continue to mature; initial IPv6–AI integration advances; and security products’ IPv6 protection capabilities improve. By 2030 the target is deep, economy‑wide integration of IPv6 and an advanced, open, innovation‑driven, secure IPv6 industry ecosystem: new networks to default to providing IPv6 addresses, accelerate migration to IPv6 single‑stack, foster more IPv6+ applications, models and business formats, and promote an IPv6‑led network services and applications architecture.
