package via reconciliation. The stopgap aims to fund the federal government
through December; leadership seeks to pass the CR Tuesday night and the House is
expected to vote on a budget resolution Wednesday. Republicans intend to use the
framework to draft and pass a third conservative policy package this Congress
without Democratic support.
